Kim Kataguiri: Of the R$200 billion in stimuli that have been granted by the government since last year, this is an estimate by Mansueto and Samuel Pessoa, whom I imagine Your Excellency respects, 94% fall outside the primary result because of budgetary maneuvers, including one of them... already pointed out by the Federal Court of Accounts, the existence of a parallel budget, because the government sends it to a private fund; this is one of the maneuvers, not all of them.
They send it to a private fund, execute public policy spending through that private fund, and this occurs in the budget that is outside the General Budget of the Union, which is not under our control in parliament, and which takes place in a very non-transparent manner.
Kim Kataguiri: Your Excellency complained in several interviews that I watched and read in recent weeks about the so-called bombshell measures approved by the National Congress.
