Tarcisio: Where is a sector in decline?
That is, a sector is doing poorly in one region and doing poorly in the State, and there I need to change production, I need to help the entrepreneur use that technology, that knowledge to produce something else.
Tarcisio: Where do I have lost opportunities?
Tarcisio: Which is a region where a given segment is doing poorly, but the State is doing well in that segment, so I need to transplant, change something, flip some lever, free something up, de-bureaucratize something so that that sector grows in that region.
