Kim Kataguiri: Mr. President, Members of the Chamber, this is a bill that aims, today, to eliminate the minimum water tariff and replace it with a basic tariff.
Today, if a person consumes, for example, 10 cubic meters of water, they will pay the same as someone who consumes zero, because it's as if you, Sergeant Fahur, walked into a bar and there was a 50 reais tab: the guy who consumed pays 50 reais, and the guy who didn't consume pays 50 reais as well.
Kim Kataguiri: What we want to do is the following — that's how the water tariff works today —: if you consumed nothing, you will pay for the chair you sat on, for the waiter who said "hi" to you, you will pay 15 reais; and the person who consumed will pay the 15 reais plus what they consumed.
Kim Kataguiri: Basically, we are changing the structure to make tariffs fairer, especially for that consumer who ends up paying for others' consumption.
