By the way... What I do most in the Finance and Taxation Commission is to bury and reject PT projects, which are indeed irresponsible, because they do not comply with Article 17 of the Fiscal Responsibility Law, nor with Article 113 of the Acts of Transitional Constitutional Provisions.

Sobre: produzir e aprovar projetos de lei

If you've already noticed that this is not just empty speeches, that this is work — the highest number of reports, of bills approved, and of poor reports and bills blocked.

It will require skill in building, in negotiating, in using all the instruments at your disposal — and I'm speaking here very realistically, including the amendments, in a republican manner, yes including the amendments, in order to obtain that majority.

The note below, published by Lauro Jardim, is a lie. I am not "holding" the bill; I expedited it. Bill No. 1482/2019 arrived at the Senate Public Security Committee, which I chair, on June 12. On the same day I took over as rapporteur and, quickly, published a favorable opinion on July 9. The following day, July 10 (Friday), the CSP's agenda had already been published in the Official Gazette with the aforementioned bill included on the agenda for a vote on July 14 (next Tuesday). In other words, the bill moved at high speed by legislative standards! All of this process is public and could have been checked by Lauro Jardim before publishing the tendentious note yesterday. I also remind that I am the author of Bill No. 828/2022, which deals with the same issue of combating organized crime in the fuel sector. It is currently in the Constitution and Justice Committee, chaired by the pro-Lula senator Otto Alencar (PSD/BA), STALLED FOR MORE THAN 2 YEARS (since April 11, 2024) and a rapporteur has not even been designated yet. But in that case the senator was not the target of Lauro Jardim's tributes and insinuations. Why the different treatment? One phone call would have been enough to clear up any doubt. @laurojardim @JornalOGlobo

Within the scope of the Committee on Constitution, Justice and Citizenship, I vote for the constitutionality, legality and good legislative technique of the amendments and, on the merits, for their rejection.

A PEC takes time; there is no urgency procedure for a PEC like there is for a bill.

The hardest part to get approved is the PEC text; the procedure is longer.

Those who are members — the deputy members of the Constitution and Justice Committee — have the right to vote.
