What we want to do is the following — that's how the water tariff works today —: if you consumed nothing, you will pay for the chair you sat on, for the waiter who said "hi" to you, you will pay 15 reais; and the person who consumed will pay the 15 reais plus what they consumed.
Kim Kataguiri: Basically, we are changing the structure to make tariffs fairer, especially for that consumer who ends up paying for others' consumption.
