Sérgio Moro: And here, allow me a broader reflection, because the doctrine of substantive immunity under the Federal Constitution has been undermined, Mr. President, because if a Senator cannot state the need to investigate facts supported by empirical evidence, under threat of a lawsuit for moral damages, under threat of criminal prosecution, we are left wondering where this will end.
Sérgio Moro: And the parliamentarian's principal instrument is his speech, his voice.
So, I wish to record my solidarity here and I hope this initiative does not go forward because, in fact, first, the Senator did not say that; and second, substantive immunity would cover that speech even if he had said it.
Sérgio Moro: But I hope this is regarded as clarified with regard to this threat of legal action against Senator Alessandro Vieira.
