And then, we need an organization more similar to what we have in the education system, in the health system, where some competencies are exclusive to the Union — basically policy definition — but we have concurrent competencies, we have competencies exclusive to the states, we have concurrent competencies between states and municipalities, and we have competencies concurrent to the municipalities.
Tarcisio: So, we need to look at the attribution of each entity to think about the distribution of the resources that will be constitutionalized.
Tarcisio: In addition, we must think about the size of the mission that each State has, about the balance in the distribution of these resources in relation to the size of the challenge.
