Isn't it time to consider the suppression of political rights for prisoners?
Tarcisio: I think that would be an excellent course.
Tarcisio: Perhaps the Constitution could address the prison police, which could have its competencies better defined with regard to custody, order, discipline, security and administrative management of penal establishments.
