We have concurrent competencies that need to be respected, and the PEC must discipline the correct distribution of those competencies, avoid zones of inefficiency, which are problematic, and consider the issue of financing that comes from the Union.
Tarcisio: We need to reduce this interference by the Union, reduce political interference, and allow flexibility to the States regarding the management of public policies.
Tarcisio: The objective has to be integration through cooperation and not subordination.
