Tarcisio: So, if we do not reverse this logic, if we do not learn to deal with it, if we do not increase the cost of crime, if we do not invest in asset forfeiture, if we do not revisit the issue of custody hearings, if we do not punish habitual offending, if we do not punish recidivism, if we do not toughen penalties for certain offenses, we will lose this war.
So, it is a very structural issue, where we have to combine action on several fronts.
