I think these are completely distinct matters and that they hinder the discussion.

The players are not asking for the creation of a public fund; the players are not asking that Iphan regulate games that are of national or cultural interest.

The players are not asking that funds be raised for a fund to then finance game initiatives that will be chosen by the Ministry of Culture.

Let's drop this ridiculous arrogance that has become the foundation of our football players and have the ambition and humility to understand that now is the time to do new things.
