Desconhecido: Which is an orthodox initiative in economic terms and was even developed back at the beginning, in Lula's first government, together with, at the time, Secretary of Economic Policy Marcos Lisboa.
So the problem is not the program itself, the program's general objectives, but rather how its design was shaped after 2003 and especially the decrees and ordinances that were issued.
