Today it's very easy for Parliament, the Federal Government, the National Congress to say they will raise the teachers' salary floor without guaranteeing resources to the States and Municipalities to, in fact, implement that floor.
Kim Kataguiri: They say the funds will be taken from Fundeb, but the provisional measure does not transfer a single more cent from Fundeb to the States and Municipalities so they can comply with that floor.
Kim Kataguiri: The courts of accounts point out that more than 80% of the States do not pay the current salary floor.
