Kim Kataguiri: Today it's very easy for Parliament, the Federal Government, the National Congress to say they will raise the teachers' salary floor without guaranteeing resources to the States and Municipalities to, in fact, implement that floor.
Kim Kataguiri: They say the funds will be taken from Fundeb, but the provisional measure does not transfer a single more cent from Fundeb to the States and Municipalities so they can comply with that floor.
The courts of accounts point out that more than 80% of the States do not pay the current salary floor.
Kim Kataguiri: The National Congress does not make any sacrifice of its own, because there is no shortage of money.
Kim Kataguiri: What is missing is for the Congress itself to make cuts, including curtailing the privileges of the Parliamentarians themselves, so that, in fact, there are resources for the Municipalities and the States.
