Kim Kataguiri: App-based bus transport, especially interstate, which has a very different design from municipal services, operates under an authorization regime.
Kim Kataguiri: Moreover, the STF has already ruled in two ADIs and considered the authorization regime constitutional.
The text ends that regime and requires, at minimum, a permit — something that ANTT does not currently require for this transport, especially for interstate bus apps.
Kim Kataguiri: In my assessment, this is a model that contributes to breaking a transport system that today is less predictable, with higher fares and lower-quality buses than those currently provided by apps.
Kim Kataguiri: I say this because I myself am a user, in Brazil, where we used it at several congresses of the Movimento Brasil Livre, not out of loyalty to any app or company, but because of the quality itself — and observing the European market, where these apps are increasingly active, even being the majority in Portugal compared to the traditional transport model.
