Kim Kataguiri: Mr. President, I would call this bill either 'Delay Grant' or 'Millionaire Grant'.
First, why 'Millionaire Grant'? We already have 200 billion reais in tax privileges granted to large businessmen who have lobbying power inside this National Congress and at the Planalto (Presidential Palace).
Kim Kataguiri: Studies by Ipea, by FGV, the country's most respected institutions showed that these sectoral benefits turned into profit in the hands of those large businessmen, did not generate jobs, did not generate income and did not increase productivity.
Kim Kataguiri: And the main policies enacted here are precisely subsidies and tax exemptions, which have failed as public policy in our country.
