Kim Kataguiri: Finally, the proposed amendments prove coherent with the logic already existing in the Law of Penal Execution regarding electronic monitoring, supervision of judicial conditions and regression of regime for noncompliance with obligations imposed on the convicted.
Kim Kataguiri: Instead of creating a parallel or disconnected system from the existing execution structure, the proposal integrates preventive mechanisms into the model already in force, giving greater protective density to penal execution in crimes of high social gravity.
In view of the above, within the Commission on Constitution and Justice and Citizenship, we are in favor of the constitutionality, legality and good legislative technique of all the plenary amendments.
Kim Kataguiri: On the merits, we are in favor of approving Plenary Amendment No. 1, in the form of the substitute subamendment attached, and of rejecting the remaining amendments. That is my vote, Mr. President.
