Marcos Rogério: Mr. President, Madam Senators and Mr. Senators, I would first like to make a record by congratulating Senator Jaime Bagattoli for the initiative of this proposed amendment to the Federal Constitution.
Marcos Rogério: We had the opportunity to debate this matter, dear Rapporteur Senator Esperidião Amin, in the Infrastructure Commission of the Federal Senate.
We brought to the Infrastructure Commission representatives from ANTT, from the Federal Highway Police, truck drivers, and we debated this issue.
Marcos Rogério: We even thought, at that time, that it would be an easy equation, merely a matter of common sense, but that was not the path, that was not the understanding during those debates, although the public hearing helped to make some points even clearer, above all the need to approve this proposed constitutional amendment.
Marcos Rogério: PEC 22 of 2025 addresses a basic point: a truck driver should not be punished for failing to do what the State was unable to do and provide.
