Infrastructure and Sanitation

I attended today the inauguration of CRVR's new landfill-biogas biomethane plant in São Leopoldo. A project that demonstrates in practice that it is possible to generate development, employment and income with environmental responsibility. Projects like this show that when the public sector establishes appropriate regulatory, environmental, and infrastructure conditions, the private sector has confidence and invests. And this is how the biomethane sector has been expanding in RS. In 2025 the first two biomethane plants in RS began operating, in Triunfo and Minas do Leão. Now, with the one in São Leopoldo, the state's production capacity increases by 36.4%. Energy transition is at the center of our development plan for the state, and these projects show that we are moving in the right direction.

But the country we put in there, the project we put forward, even includes the train from São Paulo to Curitiba in our infrastructure plan.

In the same way as the train from São Paulo to Rio de Janeiro, 11,000 kilometers of railways, the largest prison in the Americas, the paving of all federal highways — and all of this saying where the money comes from.

We are talking about violence, we are talking about infrastructure projects.

And those 12 billion, therefore, even if they are a suspension... of the debt payment, are funds that need to be applied in the form of infrastructure and quality services, ranging from health clinics to initiatives to foster the development of micro-entrepreneurs, shopkeepers, service providers and industry, aside from, of course, other services such as, for example, urban mobility.

Well, first the biggest spending cuts in the country's history, the end of super-salaries, the end of those tax privileges for large businessmen, cuts in parliamentary amendments, and the reversal of all that into a large infrastructure program to reduce the costs of transporting production.

We propose building 10,000 kilometers of railways, which is a mode... historically neglected, since Celino Kubitschek, through the petista governments as well, which preferred the road model and, moreover, created the chaos we have among the truck drivers when they injected artificial credit via BNDES during the Dilma government and then there was more supply of trucks than of freight.

Another part to be used for investment in infrastructure: 11 thousand kilometers of rail network that we have defended, the modernization of ports and airports.
